No. After creating a new spec it will appear in your list of specs as saved. It is not sent to vendors until you choose the Submit option.
When you publish your spec, SpecBid processes that information to identify best matched suppliers based on location, requirements and other matching criteria. A notice is immediately sent to the vendor(s) informing them of the bidding opportunity.
